Agricultural Policy: Sector Adaptation to Climate Change
Maintaining the status of a priority sector in ensuring food security in the Republic of Moldova;
Ø The use and dissemination of expert knowledge in the field of ecology to raise farmers' awareness of environmentally safe measures and practices, as well as climate change adaptation;
Ø Stimulating agricultural producers through subsidies for those applying conservative soil treatment, transitioning to organic farming, using organic fertilizers for growing fodder (traditional), and climate-adapted technologies;
Ø Implementing best practices for handling liquid waste/waste management;
Ø Optimizing allocations from the National Environmental Fund and supporting climate change adaptation initiatives;
Maintaining the Status of a Priority Sector in Ensuring Food Security in the Republic of Moldova
Ø PAC – adaptation to PAC within reasonable timeframes, pilot projects, implementation in the Republic of Moldova starting January 1, 2027;
Ø Sector preparation funds for joining the European Union; Establishing consulting services within ANPLPL “LAPTE” to attract experts in training food sector operators (improving the performance indicators of ANPLPL “LAPTE” members. Competitiveness performance indicator for dairy products from the Republic of Moldova. Increasing sales volume by 10%, from 110,000 tons to 120,000 tons by 2030);
Funding and Economic Development of the Agricultural Livestock Sector to Enhance Competitiveness
Ø AGGRI and “Livada Moldovei” (business development projects in the livestock sector and quality infrastructure funded by the Ministry of Agriculture with the support of the World Bank) – project development and continuation until 2030;
Ø Protection of the domestic dairy and meat markets: Introduction of protective and anti-dumping measures for the domestic dairy market – Law 820/2000 on anti-dumping, compensatory, and protective measures;
Ø Development of a national action plan to promote products on the market of the Republic of Moldova and diversify the portfolio of value-added dairy products in collaboration with the Investment Promotion Agency MAIA AIPA MDED: Law 231/2010.
Ø Development and implementation of “Local Product Consumption” programs (consumption of local products, meat, milk, eggs, cereals, juices, fruits, vegetables) or benefits from consuming local products (dairy products), aimed at educating children about healthy consumption.
Health and Safety of Animal-Origin Products (Milk and Dairy Products)
Ø Infrastructure and Accreditation in accordance with the MOLDAC Law 235/2006 on accreditation of testing methods recognized by the EU, provided by the National Center for Animal, Plant, and Food Safety Protection (Regulation 524/17/07/2024);
Ø Availability of internationally recognized methods or protocols, including those from the European Committee for Standardization (CEN);
Ø Relevant methods developed and recommended by EU-linked laboratories;
Ø Promoting and diversifying exports;
Ø Development and establishment of mechanisms for the disposal of animal by-products not intended for human consumption (City of Criuleni; Criuleni District, Client – Government of the Republic of Moldova; UCIMPA/ World Bank financing for the design and construction of a facility for the disposal of animal by-products);
Dialogue and Protection of the Rights of Association Members in Negotiations between the Republic of Moldova and the EU, and Moldova's Status as a Candidate Country for EU Membership
Ø The task and goal of lobbying for ANPLP “LAPTE” is active participation in the development and transfer of EU regulations and directives, ensuring adequate financing (through sector evaluation and informing Brussels);
Ø Conditions and access to resources for implementation (sanitary-veterinary requirements (SPS) and modernization of livestock farms, preservation and modernization of processing plants) during the preparation period for EU accession (2024-2030).
