

This Guide is recommended for application by food sector operators for the primary production and processing of dairy products.
This Guide was developed with the support of the "DEVELOPMENT OF EXPORT CAPACITIES ON THE BANKS OF THE DNIESTER" (AdTrade) Project, which aims to inform the private sector about food safety standards as applied at the national level. The hygiene requirements set forth in national legislation must be implemented at all stages of production, transport, storage, and shelf placement. The food sector operator is responsible for food safety throughout the entire production chain.
Food safety is one of the priority objectives for the integration of the Republic of Moldova into the European Union and for diversifying access to markets in other regions. Alignment with European food safety standards requires the proper preparation of operators involved in the food chain "from farm to fork," with food safety being a direct responsibility and a central concern of all operators in the food chain, including raw milk producers.
The implementation of the National Strategy in the field of food security has a significant impact not only on agro-food sector operators but also on consumers.
The purpose of this Guide is to implement national food legislation in the real production sector of the dairy industry in accordance with the requirements of the Association Agreement, through the consistent application of norms related to:
- Hygiene, health, and animal welfare;
- Milking hygiene;
- Safety of raw milk;
- Traceability and safety of dairy products.
The Guide to Good Manufacturing Practices in the Dairy Industry and Dairy Products, through the recommendations provided and the training of food sector operators, will contribute to the implementation of national quality standards harmonized with the requirements of the European Union. As a result, this will lead to fair farm-gate prices, ensuring farmers a reasonable income and providing consumers with safe and healthy dairy products.
